California public health leaders reaffirm importance of fluoridation for oral health
“Community water fluoridation is the single most cost-effective, equitable and safe public health measure to prevent tooth decay and improve oral health,” write Drs. Hiring and paying temporary workers in the dental practice
Temporary workers are entitled to many of the same legal protections as permanent employees under California labor laws. Regardless of whether they work an hour, a day, a week or on a trial basis, these workers are typically considered employees. Sending business texts to patients and consumers? Follow the industry standards
As part of the Telephone Consumer Protection Act, the “10DLC rules,” which took effect in December 2024, require business owners who send marketing texts to consumers and patients to register a single 10-digit phone number and other information into The Campaign Registry. Business owners who outsource business text messaging must ensure the company they’re contracted with also complies with the standard.
Employment separation in the dental office: Legal considerations and best practices
Dentist employers in California have the right to terminate an at-will employee for any lawful, nondiscriminatory reason with or without notice, but they should ensure that the separation is consistent with employment policies and does not violate state or federal laws. New laws increase job protections for victims of violent acts, prevent driver’s license discrimination
Nearly a dozen new or amended employment laws take effect Jan. 1, 2025, and impact employers of every size, including dental practices. The laws aim to prevent driver’s license discrimination when hiring, protect pay for independent contractors who provide marketing and other specific services, provide additional protected leave for victims of violence, and more. Practice owners should review and update workplace policies and post any required new notices. CDA will publish updated policies in the Employee Manual for members by early January.
California’s minimum wage will increase for all employers on Jan. 1
Dentists should familiarize themselves with their local government wage order and ordinances. In some areas of California, the minimum wage is rising more quickly than the state minimum wage. Employers in at least two dozen cities are already required to pay an hourly minimum wage ranging from $16.70 to over $19. Employers always must pay the local minimum wage if it is higher than California’s minimum wage.
Obtaining patient authorization for use or disclosure of health information? Check the expiration date
Under California’s Confidentiality of Medical Information Act, a patient’s consent for the use or disclosure of their health information is valid only for one year from the date they sign. This time limit also applies to a health care provider’s use of patient testimonials and photographs in articles, advertisements and other such purposes. CDA members can use our compliant patient consent and authorization forms.
CDA working with Medi-Cal Dental Program to resolve payment delays, other challenges

Dental practices must train employees on new hazardous chemical labeling
A final rule issued by federal OSHA updates the Hazard Communication Standard by improving the number and quality of labels and safety data sheets. All dental practices that have hazardous chemicals in the workplace must train employees on the new labeling and update the practice’s hazard communication plan no later than July 2026.
